INVITATION FOR BIDS
The City of Rock Falls, Illinois, will receive SEALED bids for one (1) Sewerage Improvements contract until 10:00 o'clock am on the 12th day of January, 2011, at the City Hall, located at 603 W. 10th Street, Rock Falls, Illinois 61071 at which time and place all bids will be publicly opened and read aloud. The proposed Sewerage Improvements for which the City is soliciting bids consists of two contracts: "Contract No. 1 - Lift Station Modifications" which shall include, but not be limited to, furnishing and installing emergency generators, security fencing, and new pump controls at seven lift station sites, site restoration, along with other appurtenances as described in the specifications and/or shown on the construction drawings. "Contract No. 2 - Sanitary Sewer Rehabilitation" which shall include, but not be limited to, lining of approximately 691 lineal feet of 24" diameter sanitary sewer with Cured In Place Pipe (CIPP) and lining of approximately 350 lineal feet of 12" diameter sanitary sewer with Cured In Place Pipe (CIPP), along with other appurtenances as described in the specifications and/or shown on the construction drawings. The contract documents, including Drawings and Specifications, and form of contract and bonds for performance and payment, are on file at the office of the ENGINEER, Willett, Hofmann & Associates, Inc., 809 East Second Street, Dixon, Illinois 61021. Copies of the Contract No. 1 Contract Documents include one Project Booklet and one 11" x 17" set of Construction Drawings. They may be obtained by depositing fifty ($50.00) with Willett, Hofmann & Associates, Inc., 809 East Second Street, Dixon, Illinois 61021, for each set of documents so obtained. Said deposit is NON-REFUNDABLE. Copies of the Contract No. 2 Contract Documents include one Project Booklet, one 11" x 17" set of Construction Drawings, and one DVD of televising video of the segments to be lined. They may be obtained by depositing fifty ($50.00) with Willett, Hofmann & Associates, Inc., 809 East Second Street, Dixon, Illinois 61021, for each set of documents so obtained. Said deposit is NON-REFUNDABLE. A certified check or bank draft on a responsible solvent bank, or a satisfactory bid bond executed by the bidder on an acceptable surety company, payable to the City of Rock Falls, in an amount not less than five percent (5%) of the total bid shall be submitted with each bid. The successful bidder will be required to furnish satisfactory performance and payment bonds each for 100% of the awarded contract price. No bid shall be withdrawn after the opening of bids without the consent of the City of Rock Falls for a period of ninety (90) days after the scheduled time of receiving bids. ANY CONTRACT OR CONTRACTS AWARDED UNDER THIS INVITATION FOR BIDS ARE EXPECTED TO BE FUNDED IN PART BY A LOAN FROM THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY (ILLINOIS EPA). NEITHER THE STATE OF ILLINOIS NOR ANY OF ITS DEPARTMENTS, AGENCIES, OR EMPLOYEES IS OR WILL BE A PARTY TO THIS INVITATION FOR BIDS OR ANY RESULTING CONTRACT. THE PROCUREMENT WILL BE SUBJECT TO REGULATIONS CONTAINED IN THE PROCEDURES FOR PROVIDING FINANCIAL ASSISTANCE FROM THE WATER POLLUTION CONTROL LOAN PROGRAM THE DAVIS-BACON ACT (40 USC 276a THROUGH 276a-5) AS DEFINED BY THE UNITED STATES DEPARTMENT OF LABOR, AND THE EMPLOYMENT OF ILLINOIS WORKERS ON PUBLIC WORKS ACT (30 ILCS 570). THIS PROCUREMENT IS ALSO SUBJECT TO THE LOAN RECIPIENT'S POLICY REGARDING THE INCREASED USE OF DISADVANTAGED BUSINESS ENTERPRISES. THE LOAN RECIPIENT'S POLICY REQUIRES ALL BIDDERS TO UNDERTAKE SPECIFIED AFFIRMATIVE EFFORTS AT LEAST SIXTEEN (16) DAYS PRIOR TO BID OPENING. THE POLICY IS CONTAINED IN THE SPECIFICATIONS. BIDDERS ARE ALSO REQUIRED TO COMPLY WITH THE PRESIDENT'S EXECUTIVE ORDER NO. 11246, AS AMENDED. THE REQUIREMENTS FOR BIDDERS AND CONTRACTORS UNDER THIS ORDER ARE EXPLAINED IN 41 CFR 60-4. THE POLICY IS CONTAINED IN THE SPECIFICATIONS. The City of Rock Falls will hold a pre-bid meeting to explain the bidder's responsibilities and discuss contract details at 10:00 o'clock am on December 9, 2010, and all plan holders of record are expected to attend. The pre-bid meeting will be held at the City Hall Council Chambers, 603 W. 10th Street, Rock Falls, Illinois. ATTENTION IS CALLED TO THE FACT THAT NOT LESS THAN THE MINIMUM SALARIES AND WAGES AS SET FORTH IN THE CONSTRUCTION DOCUMENTS MUST BE PAID ON THIS PROJECT AND THAT THE CONTRACTOR MUST INSURE THAT EMPLOYEES AND APPLICANTS FOR EMPLOYMENT ARE NOT DISCRIMINATED AGAINST BECAUSE OF RACE, COLOR, RELIGION, SEX OR NATIONAL ORIGIN. The City of Rock Falls is an equal opportunity employer. Bidder agrees to commence work under Contract No. 1 on or before a date to be specified in the Notice to Proceed and to fully complete all work, being fully operational, tested, and approved within 150 calendar days. Bidder agrees to commence work under Contract No. 2 on or before June 1, 2026 and to fully complete all work, being fully operational, tested, and approved by June 30, 2011.
